How the pension is calculated

The pension is personal points multiplied by the current pension value (AVM), plus two further factors ZOMO states separately. This page explains both, and why the minimum pension is not a simple years-times-rate multiplication.

Personal points and the current pension value

Each year a value point is formed as the ratio of your own salary or assessment base to Croatia’s average salary for that same year. The sum of those points, multiplied by your years of pension service, gives your personal points (čl. 84(1) ZOMO), which are then multiplied by the current pension value (AVM) — 14,84 € per point, od 1. siječnja 2026..

Two further factors — and why they must not be conflated

Two separate factors, stated in different articles of ZOMO, are then applied:

  • The initial factor (čl. 83) reduces or increases the amount depending on when you retired relative to the statutory age — 0,2 % for each month claimed early, 0,45 % for each month deferred past the statutory age.
  • The pension factor (čl. 85) further multiplies the amount depending on the claimant’s status at the time of payment — 1.0 for an ordinary old-age pension, and 0.5 for a claimant aged 65 or over who is also working more than half-time.

These are two distinct provisions of ZOMO: the initial factor acts on the input personal points (čl. 83), the pension factor on the final amount (čl. 85). Conflating the two under one name is a common mistake.

The minimum pension — why it is not years × 15,73 €

HZMO’s minimum-pension decision states 15,73 € for each full year of pension service — but čl. 2 of that decision expressly applies BOTH the initial factor (čl. 83) AND the pension factor (čl. 85) to that rate, exactly as for an ordinary pension. The minimum pension is therefore not a plain product of years of service and the published rate; it also depends on your age at retirement and your status as a claimant. This page does not compute that product for you, because doing so would require knowing which of those factors applies to your own case.

What this page does not state

No provision was found capping the total years of service the formula counts, or an upper or lower bound on the personal coefficient itself — other than an annual substitution above a published maximum base (čl. 79(3)), which this site does not state because that figure was not researched.

Croatia publishes no index for revaluing past earnings: each year is already expressed as a ratio to that same year’s average (čl. 79(1)), so there is nothing left to restate in present-day money.
